Attempt access on a different network. Use phone hotspot if able.

The Issue may be router DNS settings.
Attempted fixes with no changes:
fixdns applied - no change
cleaned "WorkingDocuments" of 0 byte files - no change
checked ITlogon.sql - data all matched
checked csassignment - she's part of the assignment
closed cts - adobe - word - rebooted
still 0 byte files
